Updates on EU Regulation 2021/782, operator punctuality data, and changes to train delay compensation rules across Europe. Last updated: March 2026.
The updated train passenger rights regulation came into full effect, replacing Regulation 1371/2007. Key changes: strikes are no longer a force majeure exemption, and the minimum compensation payout has been clarified.
DB reported improved on-time performance for long-distance trains in the final quarter of 2025, up from 63.5% in Q3. ICE services saw the largest improvement on the Berlin-Munich corridor.
Germany's Federal Network Agency recorded the highest number of Fahrgastrechte escalations in its history in 2024, driven by DB's poor punctuality and increased passenger awareness of EU Regulation 2021/782 rights.
Following renewed GDL industrial action in late 2025, the Bundesnetzagentur confirmed that Deutsche Bahn must pay Fahrgastrechte compensation for strike-related delays — rejecting DB's force majeure claims.
